Understanding the Texas App Store Accountability Act: Age Verification and Parental Consent Requirements Explained

The U.S. Supreme Court has decided not to block a Texas law that requires app stores and developers to verify the age of mobile device users and obtain parental consent for minors to download apps or make purchases. The law has faced a challenge on free speech grounds by a technology industry group and students, but the lower court's decision allowing the law to take effect during ongoing litigation has been upheld.

The Computer & Communications Industry Association, which includes major app store operators like Apple and Google, along with a group of students and individual students, filed a lawsuit to stop the Texas law. The law, known as the App Store Accountability Act, was signed by Republican Governor Greg Abbott in 2025 and imposes age verification and parental consent requirements on app stores and developers.

The law requires that accounts of individuals under 18 must be linked to a parent or guardian's account, and minors need parental approval before downloading an app. The measure is part of broader efforts by some U.S. states and other countries to regulate smartphone use by children and address the potential negative impacts of social media.

Despite injunctions halting the law last December, the New Orleans-based 5th U.S. Circuit Court of Appeals put the ruling on hold, citing Texas's interest in protecting children and parents' need for information to make informed decisions about their children's upbringing. The Computer & Communications Industry Association argued that the law infringes on free speech rights by requiring app stores to monitor users' access to online content.

As the legal battle continues, it is essential for users to understand the implications of the Texas law on app downloads and purchases. Stay informed about the age verification and parental consent requirements to ensure compliance with the regulations.
