The White House's budget office is implementing stricter rules for the distribution of federal grant-making authority to safeguard taxpayer dollars and expedite the cancellation of wasteful spending. The Office of Management and Budget (OMB) plans to address flaws in grants, particularly affecting the Department of Health and Human Services and the Department of Transportation. Political appointees will now have final approval over federal funds, and performance monitoring will be enhanced using the Treasury Department's Do Not Pay registry.

Under the new proposal, grant recipients must demonstrate performance to receive funding, and only American citizens will be eligible for federal money through the E-Verify system. English-language requirements will also be enforced for funding announcements. The federal government will have a more active role in vetting grantees receiving taxpayer money through state programs, and fraud complaints against recipients must be promptly referred to inspectors general and the DC US Attorney's office.

Grants not aligned with President Trump's policies, such as Diversity, Equity, and Inclusion initiatives, gender ideology promotion, and renewable energy programs, will be suspended or terminated. The measures aim to eliminate abuses in the grantmaking system, save taxpayer money, and ensure federal funds do not support efforts against American values. These safeguards are intended to prevent fraud like that seen during the COVID-19 pandemic, which cost taxpayers billions of dollars.

The Trump administration has taken significant steps to curb federal funding for welfare programs in blue states, freezing over $10 billion in block grant programs and revoking $260 million in Medicaid funding from Minnesota due to fraud concerns. The new rules seek to improve accountability and efficiency in federal grant distribution, protecting taxpayer dollars and aligning funding with presidential policies.
