Guyana's Dispute with Venezuela Over Esequibo River Region: A Case at the International Court of Justice

Guyana has brought a case before the International Court of Justice (ICJ) to dispute Venezuela's claim on the region surrounding the Esequibo river, which has been a point of contention between the two countries for many years. The Foreign Minister of Guyana, Hugh Hilton Todd, emphasized the threat posed by Venezuela's claim to their peace, security, and development during the week-long hearings at the ICJ. The disputed area is a 160,000-square-km border territory around the Esequibo river, known for its potential oil and gas reserves.

The case brought by Guyana to the ICJ seeks to uphold the border established in a 1899 arbitration between Venezuela and the then-colony of British Guiana, which determined that the territory belongs to Guyana. Venezuela's claim, which Guyana considers unlawful, encompasses over 70% of Guyana's territory. Despite a 2023 referendum in Venezuela rejecting the ICJ's jurisdiction over the dispute and supporting the creation of a new state in the Esequibo region, Guyana continues to pursue a resolution through the ICJ.

Following the capture of Venezuelan President Nicolas Maduro by U.S. forces in January, an interim government is currently in power in Venezuela. The Venezuelan government will present its case to the ICJ on Wednesday. While a final judgment in the case is still months away, rulings by the ICJ are binding and without appeal, although enforcement relies on the U.N. Security Council.
