Former San Francisco Human Rights Commission Director Sheryl Davis Faces Criminal Charges for Misuse of Public Funds
Sheryl Davis, the former executive director of the Human Rights Commission and leader of the Dream Keeper initiative in San Francisco, is now facing criminal charges related to the alleged misuse of public funds. The San Francisco District Attorney's Office is reportedly preparing charges against Davis, who was arrested alongside James Spingola, the former CEO of the nonprofit Collective Impact. Davis is facing felony charges, including misappropriation of public funds and perjury, following a city audit report that revealed questionable expenses totaling $4.6 million.
The audit found that Davis had incurred expenses such as ineligible food expenses, tuition payments for her son, and professional services expenses while she was in charge of the Human Rights Commission. Spingola, who took over Collective Impact when Davis joined the city, received $1.5 million in grants from the HRC, raising concerns about conflicts of interest due to their personal relationship. The city Ethics Commission also filed charges against Davis in November, accusing her of violating ethical standards.
Davis, who was appointed by former Mayor London Breed to lead the Dream Keeper Initiative, aimed to redirect city funds to support the local Black community in response to racial injustice protests. However, the scandal surrounding her alleged misuse of funds surfaced in September 2024 when it was revealed that she had tried to conceal expenses, including a $10,000 rental house in Martha's Vineyard.
