A U.S. citizen, Samuel Ramirez Jr., has been apprehended in Mexico and returned to the United States to face charges related to the shooting death of two women and injuries to a third person outside a bar in Washington state in 2023. Mexican authorities captured Ramirez in Culiacan and handed him over to the National Migration Institute for expulsion following a binational security protocol.
