White House Considers Cutting Funding for Civil Rights Election Program: Impact on Voting Rights Act Enforcement

The White House is contemplating cutting funding for a civil rights election program that has been in place since 1966. The program, authorized under the Voting Rights Act, sends neutral observers to monitor election sites to prevent discrimination against minority voters. The White House is considering reducing spending for the program as the country prepares for the upcoming midterm elections in November.

President Trump is being urged by far-right activists to declare a national emergency to assert federal control over voting in America. The Justice Department's Civil Rights Division is currently suing more than two dozen states to collect sensitive voter data for enforcement purposes. The federal observer program, which costs several million dollars annually, is under review, with costs rising due to court-ordered locations.

The Voting Rights Act, enacted in 1965, aimed to prevent discriminatory election practices against Black voters. The Justice Department used to send federal observers to over 100 counties during elections, but a 2013 Supreme Court decision limited their ability to enforce the law. Now, federal observers are only sent to jurisdictions with court orders, such as Union County, New Jersey, Pawtucket, Rhode Island, and rural Alaska.

The Justice Department has its own election monitoring program, but the federal observer program has been preferred due to its neutrality and ability to be present inside polling places. If funding for the federal observer program is cut, it will impact the department's ability to protect voting rights under the Voting Rights Act. The Justice Department has stated that it has no plans to end its monitoring program, emphasizing the importance of ensuring free and fair elections.
