IRS CEO Frank Bisignano Testifies Before House Ways and Means Committee on 2026 Tax Season Progress and Controversies

The CEO of the IRS, Frank Bisignano, appeared before the House Ways and Means Committee to discuss the agency's progress during the 2026 tax season. Bisignano highlighted the IRS's implementation of tax and spending laws, including changes such as eliminating taxes on tips and overtime, creating deductions for older adults, and launching Trump Accounts for children's savings.
During the hearing, Democratic lawmakers raised concerns about the IRS's disclosure of taxpayer information to Immigration and Customs Enforcement (ICE) in violation of the law. Bisignano declined to provide details on the disclosures, citing ongoing litigation. The IRS-DHS agreement allowing ICE to access taxpayer information has faced legal challenges, with court orders blocking massive data transfers and ICE actions based on IRS data.
Lawmakers criticized the IRS's leadership for the unlawful disclosures, questioning accountability and integrity. Bisignano, who also serves as the Social Security Administration's commissioner, emphasized that the events occurred before his tenure but acknowledged his responsibility to address the issue.
In addition to the taxpayer data disclosures, Democrats questioned Bisignano about the IRS's decision to terminate union contracts with its workers. Bisignano defended the move, stating that federal employees have statutory benefits that exceed those provided by unions. He emphasized that employees are not losing any benefits due to the contract terminations.
