Advocates have raised alarms about ICE's lack of proper tracking of the device's use, making it challenging to determine the extent of its application. The bill seeks to address these issues and prevent further harm caused by the use of the WRAP.
Despite internal concerns within DHS about the device's usage, ICE has continued to deploy the WRAP, often in situations where detainees were already restrained. However, concerns persist about the device's effectiveness and the potential for misuse in immigration enforcement settings.
