Graham emphasized the importance of the bill in light of escalating tensions in the North Atlantic, where Russia deployed a submarine to protect an oil tanker.
Following a productive meeting with President Trump, Senator Graham expressed gratitude for the president's support of the Russia sanctions bill. He highlighted the bill's significance as Ukraine makes peace concessions while Russian President Vladimir Putin continues aggressive actions. Graham emphasized that the legislation would enable President Trump to penalize countries fueling Putin's military activities by purchasing Russian oil.
The announcement coincided with Russia's deployment of a submarine to prevent the U.S. Coast Guard from intercepting a tanker flying the Russian flag. The vessel, initially registered under different flags, was heading towards Venezuela before the U.S. intervened. The Graham-Blumenthal sanctions bill empowers the president to impose tariffs of up to 500 percent on countries knowingly buying Russian oil or uranium. Additionally, it prohibits U.S. energy exports to Russia and restricts investments in Russian energy projects.
Senate Majority Leader John Thune had aimed to advance the sanctions bill before the August recess, but progress stalled due to wavering support from President Trump during negotiations to resolve the Russia-Ukraine conflict. The bipartisan effort underscores the Senate's commitment to holding countries accountable for supporting Russia's aggressive actions.
