Trump took to his Truth Social account to share his thoughts on Cuellar, highlighting a letter from Cuellar's daughters requesting the pardon. The Cuellars faced federal charges of bribery, money laundering, and acting as an unregistered foreign agent, with accusations of accepting bribes totaling $600,000 from an oil company in Azerbaijan and a bank in Mexico City.

The Department of Justice under former President Joe Biden alleged that the Cuellars received bribes in exchange for influencing U.S. foreign policy and legislative activities. Trump criticized Cuellar, calling him a "weak and incompetent version" of himself and suggesting that the charges were politically motivated due to disagreements on immigration policy. Despite granting the pardon at the request of Cuellar's daughters, Trump expressed disappointment in Cuellar's decision to run for re-election as a Democrat, prompting him to endorse Cuellar's Republican opponent, Judge Tano Tijerina.
