William DeFoor, 26, is facing state charges for vandalism, criminal damaging, and trespassing. Prosecutors allege that he used a hammer to break windows at Vance's residence and also attempted to damage a federal agent's car. DeFoor has a history of encounters with law enforcement and is also facing federal charges for damaging government property and assaulting federal officers.
