Kelvin Evans is facing charges of entering an automobile with the intent to commit theft and criminal trespass. Kelvin Evans was identified as the suspect by the police in September after being arrested for a parole violation in Hapeville on August 26. He was later released from Fulton County Jail in October on a $20,000 bond.
