Reports indicate that the Quality Learning Center had 95 citations for violations from a Minnesota agency between 2019 and 2023. Assistant United States Attorney Joe Thompson suggested that the suspected fraud in Minnesota's Medicaid program could exceed $9 billion. State employees have accused Democratic Governor Tim Walz of engaging in "systemic" retaliation against whistleblowers who warned of the fraud schemes.
Governor Walz acknowledged that the state attracts criminals but emphasized that Somali residents should not be demonized. The Treasury Department is investigating allegations that some of the proceeds from the fraud scheme may have gone to the radical Islamic terrorist group Al-Shabaab.
