The city of Antioch, California, has reached a significant settlement with civil rights attorney John Burris regarding multiple cases of police abuse involving 23 individuals and 45 police officers, including three former police chiefs. The settlement, totaling $7.5 million, addresses a range of allegations, such as physical and canine abuse, use of derogatory language, lack of supervision, and poor discipline within the Antioch Police Department. This 55-page agreement, developed with the assistance of federal Magistrate Laura Beeler, focuses on implementing policies and procedures to ensure accountability among Antioch police officers. Key reforms include enhanced training, stricter oversight, the establishment of an independent review board for complaints, and the appointment of an independent monitor to oversee compliance with the settlement terms.

In December 2023, John Burris and his legal team filed a lawsuit against Antioch on behalf of individuals who had experienced police misconduct, leading to a $4.6 million settlement for 23 plaintiffs in 2023. One of the plaintiffs, Shaquille Hillard, detailed an incident where he was unjustly searched and arrested by officers who engaged in racist behavior. Additionally, Antioch entered into a separate settlement with the state Department of Justice earlier this year to address allegations of racial discrimination by its officers dating back to 2019. As part of this agreement, Antioch committed to hiring a law enforcement consultant to review its procedures.

Furthermore, the U.S. Department of Justice has taken action against 14 Antioch police officers for various offenses, including bank fraud, steroid distribution, and civil rights violations. These officers have either been convicted or have pleaded guilty, awaiting sentencing for their crimes.
