Ukraine Conflict Negotiations in Berlin: Zelenskyy Seeks Security Guarantees from U.S. and European Allies
Ukrainian President Volodymyr Zelenskyy and U.S. envoys have convened in Berlin for discussions aimed at resolving the conflict in Ukraine. Zelenskyy stressed the importance of receiving security guarantees from the United States and European allies to prevent further Russian aggression. He also highlighted the need for these assurances to be legally binding and supported by the U.S. Congress. Zelenskyy is set to meet with U.S. officials, including President Trump's special envoy Steve Witkoff and Jared Kushner, to discuss Ukraine's proposals for a peace plan.
The negotiations have encountered challenges, particularly regarding the control of Ukraine's eastern Donetsk region, which is currently occupied by Russian forces. President Putin has insisted on Ukraine withdrawing its forces from the region as a condition for peace, a demand that Zelenskyy has rejected. The U.S. proposed the creation of a demilitarized free economic zone in Donetsk, which Zelenskyy deemed unfeasible. He emphasized the need for a freeze along the line of contact and expressed concerns about the management of the proposed economic zone.
Russian officials have indicated that Russian forces would remain in parts of the Donetsk region even if it becomes a demilitarized zone under a potential peace agreement. The search for compromises has been complicated by alterations proposed by Ukraine and its European allies to U.S. proposals that took into account Russian demands. Russian President Putin's foreign affairs adviser, Yuri Ushakov, warned that Moscow may have strong objections to the revised proposals.
German Chancellor Friedrich Merz, who has been involved in European efforts to support Ukraine, cautioned against Putin's ambitions to alter European borders and restore the old Soviet Union. He emphasized the need for a united European stance in the face of Russian aggression. The negotiations in Berlin are crucial in determining the path forward for resolving the conflict in Ukraine and securing peace in the region.
