Allegations of Crime Data Manipulation and Toxic Culture at MPD Under Chief Pamela Smith's Leadership

A recent report by the House Oversight Committee has raised concerns about the Metropolitan Police Department Chief Pamela Smith's alleged manipulation of crime data in Washington D.C. The report, based on interviews with eight MPD commanders, highlighted a toxic management culture and allegations of manipulated crime statistics under Smith's leadership. The testimonies revealed a culture of fear, intimidation, and retaliation by Chief Smith, leading to a drop in the department's reputation and recruitment difficulties.
The report also pointed out a significant reduction in crime statistics published by the MPD for the end of 2025, including a 28% decrease in all violent crime between 2024 and 2025. Despite this, President Donald Trump federalized the MPD and mobilized the National Guard in the district for public safety reasons. Mayor Muriel Bowser credited the reduction in crime to the hard work of MPD officers and Chief Smith's leadership.
Following Smith's resignation announcement, the Oversight report warned that crime statistics could still be at risk of manipulation and recommended appointing a new MPD chief to address concerns of data manipulation and alleviate pressures faced by MPD personnel. Bowser, who is not seeking re-election, thanked Smith for her commitment to safety but did not comment on the allegations in the report.
House Oversight Committee Chairman James Comer criticized Smith for coercing staff to report artificially low crime data and fostering a culture of fear within the department. Comer emphasized the importance of trust in local leadership and law enforcement and stated that Smith's resignation should have happened sooner.
The MPD did not provide a response to requests for comment on the report. The Oversight Committee's findings highlight the need for transparency and accountability in law enforcement leadership to maintain public trust and safety.
