A criminal with a history of arrests in California, Carlos Rusi, was involved in a bank jugging case in Burbank, California, along with three other Houston men. Rusi, suspected of other thefts in the area, skipped bond in July 2023, becoming a wanted fugitive. Before this incident, he had spent three years in a Texas prison for organized criminal activity.

Rusi's criminal record includes over 30 arrests and 26 mugshots dating back to 2006. He has served separate prison sentences for various felony convictions, including robbery, organized criminal activity, and drug-related crimes. In 2021, he received five years of probation for robbery and evading arrest charges.

While on probation in Harris County, Rusi allegedly robbed a 71-year-old man after following him from a bank to a coin dealer. Security camera footage led investigators to his gray Volvo, registered to a car rental company. His mother had rented vehicles for him in the past to commit crimes.

Rusi continued his criminal activities, robbing individuals at gunpoint and breaking into vehicles to steal money. Despite being arrested multiple times, he was repeatedly released on bond. In September 2025, he was arrested in Montgomery County for a jugging case and later tested positive for drugs while out on bond.

Despite facing charges in multiple Texas counties and an active warrant in California, Rusi remains out on bond. The failure to recognize his wanted status in California raises questions about the criminal justice system's handling of repeat offenders like Rusi. The lack of coordination and verification across jurisdictions has allowed him to continue his criminal behavior unchecked.
