Oregon Governor Tina Kotek has declared a state of emergency in response to potential disruptions in fuel delivery caused by the recent shutdown of the Olympic Pipeline. This pipeline is responsible for supplying over 90% of Oregon's transportation fuel, which is distributed from terminals in Portland throughout the state. The declaration of a state of emergency allows for changes in fuel delivery to ensure an adequate fuel supply for Oregon.

Executive Order 25-30, issued by Governor Kotek, outlines specific actions to address the disruption in the fuel supply system. The order aims to maintain a sufficient fuel supply in Oregon and prevent any supply constraints. Price gouging during this emergency is prohibited, and any violations can be reported to the Oregon Department of Justice Consumer Protection Services for investigation.

The state of emergency declared by Governor Kotek is effective from November 24, 2025, and will expire on December 24, 2025, unless extended or terminated earlier.
