Reshaping U.S. Troops' Role in South Korea: Security Consultative Meeting and Regional Cooperation

U.S. Defense Secretary Pete Hegseth is set to visit South Korea for discussions on reshaping the role of U.S. troops in the country's security landscape. The visit will include talks at the annual Security Consultative Meeting (SCM) with South Korean Defense Minister Ahn Gyu-back to address combined defense readiness against North Korea and regional security cooperation, including cyber and missile defense.
The discussions between Hegseth and Ahn will focus on adapting to the changing security environment and threats by strengthening the military alliance between the two countries. Washington is considering making the role of the 28,500 U.S. troops in South Korea more flexible to address evolving security challenges in the region, including concerns about Chinese activities in the South China Sea and around Taiwan.
While South Korea has been hesitant about altering the role of U.S. troops, it has been working to enhance its defense capabilities over the past two decades with the aim of eventually taking command of the combined forces in wartime. The country is planning a significant increase in its defense budget for 2026 to meet U.S. President Donald Trump's demands for allies to contribute more to the cost of U.S. military presence.
Hegseth is also expected to visit the Panmunjom truce village on the Demilitarized Zone (DMZ) border with North Korea during his visit to South Korea. Despite efforts by Trump and South Korean President Lee Jae Myung to engage in dialogue with North Korea, the country has continued to advance its missile and military capabilities.
