The memo outlines various requirements, including tuition freezes, grade inflation limits, and caps on international undergraduate enrollment rates at 15%. Additionally, it calls for the elimination of race and sex considerations in admissions and hiring practices, as well as mandatory SAT or similar test requirements for applicants.

The universities chosen for this initiative are considered potential "good actors" by the White House, with a commitment to higher education quality.
