Tragic Shooting at ICE Dallas Field Office: Victim Identified and Shooter Apprehended

Authorities in Dallas have identified one of the victims who died during a shooting at a U.S. Immigration and Customs Enforcement (ICE) facility as Norlan Guzman-Fuentes, a 37-year-old illegal immigrant from El Salvador. Guzman was in custody when he was killed in a sniper attack on the ICE Dallas Field Office.
ICE records show that Guzman's criminal history dates back to 2012 when he was arrested in Florida for battery, improper exhibit of a firearm or dangerous weapon, and criminal mischief. Charges were dropped except for the criminal mischief charge. In 2020, he was arrested in Arlington, Texas, for driving while intoxicated but bonded out before ICE could detain him.
On August 25, Guzman was arrested in Dallas for aggravated assault with a deadly weapon and had an outstanding warrant for driving while intoxicated. ICE picked him up after his arrest and lodged an immigration detainer. The aggravated assault charge was later dismissed on September 10.
On September 24, ICE officers encountered an active shooter, 29-year-old Joshua Jahn, at the ERO Dallas Field Office while apprehending Guzman. Jahn, who wanted to incite terror by targeting immigration officials, fatally shot himself after the assault. Two others were critically wounded in the attack, but no ICE personnel were injured.
