Two individuals, George Zinn and Zachariah Qureshi, were initially arrested but later released as they had no connection to the murder. The FBI and Utah Department of Public Safety stated that Kirk was killed in a targeted attack during a TPUSA event at Utah Valley University (UVU) in Orem. The shooter is believed to have fired from the roof of a nearby building. Law enforcement agencies are reviewing multiple crime scenes in connection with the incident.

UVU's police department had six officers present at the event, along with Kirk's private security team.
