Louisiana Agrees to $9 Million Settlement in Police Shooting Case: A Step Towards Justice and Accountability

Louisiana authorities have agreed to pay $9 million to a man who was left partially paralyzed after being shot by a trooper during a traffic stop in Baton Rouge in 2018. The settlement, one of the largest in state history, resolves a federal lawsuit by Clifton “Scotty” Dilley, who was confined to a wheelchair at the age of 19 due to his injuries. The shooting was part of a broader issue of excessive force by Louisiana State Police, as highlighted in a US Justice Department report this year.

Trooper Kasha Domingue, who shot Dilley, was fired for shooting him without justification, failing to activate her body-worn camera, and providing inconsistent accounts of the incident. Domingue initially claimed she mistook her firearm for a Taser, but surveillance video contradicted her version of events. Dilley, a passenger in the vehicle, was shot in the back and left paralyzed from the waist down.

The $9 million settlement is one of the largest ever paid in Louisiana for a case involving police violence. Domingue was charged with aggravated second-degree battery and illegal use of a weapon more than two years after the shooting. She pleaded guilty to obstruction of justice in 2022 and is barred from serving in law enforcement again. The civil proceedings raised concerns about Domingue's suitability as a state trooper, with records showing red flags dating back to her training academy days.

The Justice Department's report on the state police's use of excessive force highlighted the delayed accountability process in cases like Domingue's. Despite the settlement and legal actions, the state police faced criticism for its handling of internal investigations and accountability. The federal probe into the state police began in 2022 following the controversial in-custody death of Ronald Greene.

The settlement with Dilley and the actions taken against Domingue underscore the need for accountability and reform within law enforcement agencies. The hope is that cases like this will lead to changes that prevent similar incidents from occurring in the future. The $9 million settlement serves as a significant step towards justice for Dilley and highlights the importance of holding law enforcement officers accountable for their actions.
