ICE Apprehends Russian National Suspected of Al Qaeda Affiliation in Philadelphia

A Russian national suspected of being affiliated with Al Qaeda was apprehended by U.S. Immigration and Customs Enforcement agents in Philadelphia. The 39-year-old man, originally from Tajikistan, was identified as a fugitive wanted overseas. ICE emphasized its commitment to protecting the homeland by apprehending individuals associated with terrorist organizations like Al Qaeda. The Russian national was initially detained at the San Ysidro Pedestrian West point of entry in California in March 2023 for lacking an immigrant visa, leading to his classification as an inadmissible alien under the Immigration and Nationality Act. Following a notice to appear before an immigration judge, he was paroled into the U.S. However, Tajikistan authorities later labeled him a fugitive, prompting his detention by ICE pending removal from the country.
In a separate operation, ICE conducted a worksite raid at a Philadelphia car wash in January, resulting in the arrest of seven illegal immigrants, predominantly from Mexico and the Dominican Republic. The arrested Russian national, suspected of Al Qaeda membership, remains in ICE custody awaiting deportation from the United States.
