Santos-Santos, a 25-year-old Guatemalan national who is in the country illegally, has a lengthy criminal record that includes charges such as assault, burglary, credit card fraud, and drug crimes. During the arrest, Santos-Santos resisted, resulting in an injury to an ICE officer. Despite ICE lodging 16 immigration detainers against Santos-Santos, the Fairfax County Adult Detention Center refused to honor them, leading to ICE's direct involvement in the arrest. Santos-Santos has been arrested over 30 times by Fairfax County police, and his criminal history spans more than 15 pages.
